You say "Go design a new locomotive". Why bother re-inventing the wheel?!?! I'm afraid your ignorance in this area is a major handicap in your thought process. The fact it there are numerous alternatives available which allow for locomotive engines to be parked for extended periods of time without the need to run the engine at idle continuously. Such as, the "deisel driven heating system" and the "Auto Start/Stop" system or plug in terminals (which keep the heat/AC running in the passenger compartments WITHOUT IDLING THE TRAIN!)
