LIRR should have filed a State Environmental Quality Review

I think the LIRR should have filed a State Environmental Quality Review report when they put the new engines in place. This would be required as this was a major capital project that greatly changed the nature of their operation. These new engines are many times more powerfull than those they replaced (this was not a like for like replacement). The engines that were replaced were of many different makes and models. The new ones are all the same. So as well as being much louder individually, being all the same when multiple engines are running with the exact same harmonic freqency they produce a much much louder sound. The SEQR regulations recognize noise levels as a valid environmental effect that must be identified in the filing (there are charts for acceptable levels of noise) and must be mitigated.

I expect the RR would strongly deny that a SEQR filing was necessary in the first place and that they have a clearly estblished historical right to engine noise etc etc.

I don't expect the RR to offer anything but a little sop to this problem as it would establish precedence against themself. Ultimatly I think this will have to go to law and hopefully a real, permenant legally established acceptable standard based on SEQR or other environmental law put into place.

I am willing to contribute what time and money I can to this. I often feel that this noise has destroyed my small peacefull part of paradise, it is absurd to leave the noise of the city only to be driven to distraction by this ugly distractive noise of the LIRR all day and night in Montauk.
